주민이 지방정부에 기부하고 지방정부는 이를 활용하여 주민복리에 사용하는 고향사랑기부제가 도입되었으나, 고향사랑이라는 정서적 호소만으로 지방재정을 확충하고 균형발전을 추진하기에는 한계가 있다는 지적이 제기되고 있다.
이에 본 연구는 경기도 기초정부를 대상으로 고향사랑기부제 시행에 따른 재원확충 규모를 추정하고 도입효과를 분석하였다. 첫째, 시계열 분석모형을 활용한 결과 경기도 전체(본청 제외)의 재정확충효과는 연간 약 240억 원 수준으로, 시·군별로는 편차가 크게 나타나고 있으며, 최대 약 25억 원 가량 재정확충효과가 나타나는 것으로 추정되었다. 둘째, 시계열 분석 시나리오 가정을 더해 경기도의 기부인원을 시·군별로 분해하는 방식을 적용하였을 경우 기부인원 증가가 기부금액 증가에 우선 요인으로서 작용할 수 있으며, 기부인원이 가장 많게 설정된 시나리오 1에서 가장 많은 효과가 추정되었다. 제도의 도입목적과 사용처의 제한으로 인해 결국 재정확대효과는 복지분야에 활용될 수밖에 없기에 재정효과는 복지재원 확충효과로 연결될 것으로 예상된다.

Although the hometown love donation system was introduced, which residents donate to local governments and local governments use it for residents" welfare, it is pointed out that there is a limit to expanding local finances and promoting balanced development only with the emotional appeal of hometown love. Therefore, this study estimated the scale of financial expansion following the implementation of the hometown love donation system for the basic government in Gyeonggi-do and analyzed the introduction effect. First, using the time series analysis model, it was estimated that the fiscal expansion effect of the entire Gyeonggi-do (excluding the main office) was about 24 billion won per year, with large variations by city and county, and up to 2.5 billion won in fiscal expansion. Second, adding the assumption of a time series analysis scenario to decompose the number of donations in Gyeonggi-do by city and county, the increase in the number of donations can act as a priority factor for the increase in the number of donations, and the most effect was estimated in Scenario 1, where the number of donations was set to be the largest. Due to the restrictions on the purpose and use of the system, the financial effect is expected to lead to the effect of expanding welfare resources, as the financial expansion effect is inevitably used in the welfare field.
