변화하는 사회의 욕구와 가치의 흐름을 이해하는 것은 정책의제설정 분야에서 중요한 출발점을 제공한다. 사회적 이슈는 대중의 관심과 요구를 반영하며, 이러한 이슈들이 공론화될 때 정책결정자들은 정책의제를 설정하고 사회문제를 해결하기 위한 구체적인 대안을 모색하게 된다. 이러한 점에서 사회적 이슈를 정확히 이해하고 분석하는 것은 효과적인 정책 수립과 사회적 요구를 충족시키는데 필수적인 요소이다. 특히, Covid-19 팬데믹은 사회의 다양한 측면을 변화시켰다. 사회적 패러다임 전환에 따른 변화된 사회적 환경과 요구를 이해하고 정책적 대응방안을 모색하기 위해서는 사회적 이슈에 주목해야 한다.
이에 본 연구는 Covid-19 팬데믹 이후 언론매체에서 노출되고 있는 사회적 이슈를 탐색하기 위해 사회갈등을 중심으로 주요 이슈들을 살펴보고, 이를 구체화하고자 한다. 토픽모델링 결과, 우리사회에서 주목받고 있는 사회갈등은 경제경영 이슈, 정치 및 사회통합 이슈, 경제적·사회적 평등 이슈, 사회적 책임 이슈, 기후변화 이슈로 나타났다. 또한 경제적·사회적 평등 이슈와 경제경영 이슈는 상호 연관성을 갖고 있으며, 정치 및 사회통합 이슈와 경제경영 이슈는 우리나라 사회갈등에서 큰 비중을 차지하는 것으로 나타났다. 이러한 결과는 정책결정자들이 주목해야 할 사회적 요구와 도전과제들을 탐색하고, 정책의제설정을 위한 방향성을 제시할 수 있을 것으로 기대된다.

Understanding the flow of changing needs and values in society provides an important starting point in the field of policy agenda-setting. Social issues reflect the public"s interests and needs, and when these issues become public deliberations, policy makers set policy agendas and seek specific alternatives to solve social problems. In this regard, accurately understanding and analyzing social issues is an essential element in establishing effective policies and meeting social demands. In particular, the Covid-19 pandemic has changed various aspects of society. In order to understand the changed social environment and needs resulting from the social paradigm shift and seek policy responses, it is essential to pay attention to social issues.
The purpose of this study is to explore major issues focusing on social conflict and to specify them in order to explore social issues exposed in the media following the Covid-19 pandemic. Topic modeling results indicate that the prominent social conflicts in our society include economic management issues, political and social integration issues, economic and social equality issues, social responsibility issues, and climate change issues. In addition, economic and social equallity issues are interconnected with economic management issues. Politcal and social integration issues, economic management issues account for a large proportion of social conflicts in Korea. The results of this study are expected to help policymakers explore social demands and challenges that require attention and provide direction for policy agenda-setting.
