초록

본 연구는 Amartya Sen의 역량이론을 토대로 국민기초생활보장제도가 개인의 실질적 자유와 삶의 선택 가능성을 얼마나 보장하는지 살펴보고자 하였다. Sen은 복지를 자원의 분배나 소득 보장에 한정하지 않고 개인이 스스로 삶을 계획하고 실현할 수 있는 실질적 자유의 확장으로 이해한다. 이를 바탕으로 복지 제도가 갖추어야 할 조건인 제도의 자율성 보장, 낙인 배제, 공적 논의 참여, 다양성 존중, 제도 접근성 측면에서 국민기초생활보장제도를 평가하였다. 국민기초생활보장제도는 기본적 생계 보장 기능은 수행하나, 자율성과 선택 가능성 측면에서 구조적 제약이 드러났다. 조건부 수급구조 및 사회적 낙인 등은 개인의 삶을 실질적으로 설계할 자유를 제한하는 것으로 나타나, 복지를 수혜가 아닌 가능성의 구조로 바라보는 관점에서 제도의 개선 방향을 제안하였다.

This study examines the extent to which Korea’s National Basic Livelihood Security System guarantees individuals’substantive freedom and capability to choose their own way of life through Amartya Sen’s capability approach. Sen understands welfare as an expansion of practical freedom that enables individuals to plan and realize their own lives, rather than being limited to the distribution of resources or income guarantees. On this basis, the National Basic Livelihood Security System was evaluated in terms of its ability to guarantee institutional autonomy, eliminate stigma, ensure participation in public discussions, respect diversity, and provide accessible services—conditions that a welfare system must fulfill. The National Basic Livelihood Security System fulfills its basic livelihood security function, yet structural limitations were revealed in terms of autonomy and choice. The conditional benefit structure and the presence of social stigma were found to limit individuals’ freedom to design and pursue their own lives. The findings suggest that the system should be improved by viewing welfare as a structure of possibility rather than merely as a system of benefit.
