본 연구는 자치분권의 추진으로 지방정부의 권한 확대로 정부 간 갈등이 심화하는 상황에서, 정부간 갈등의 유형과 특성을 살피고 효과적인 갈등관리의 필요성을 검토하였다. 한국행정연구원에서 제공하는 갈등 사례 DB를 활용하여 정부 간 갈등의 유형과 특성을 살펴보았다. 구체적으로 정부 수준에따른 주체별 갈등유형의 세분화를 시도하였으며, 기존의 갈등 관계 이외에, 복수의 광역자치단체가 관련되는 ‘광역-(타 광역) 기초’ 혹은 ‘(광역자치단체를 달리하는) 기초-기초’의 갈등에 대한 관리의 필요성을 제기하였다. 복수의 광역자치단체가 관련되는 갈등 사례를 심층 분석한 결과, 이해관계 주체가다양하고, 협상의 과정도 더 복잡해지는 경향을 알 수 있었다. 또한, 갈등 당사자의 정부 수준에 따른권한, 자원, 협상력 등의 차이가 갈등 해결에 영향을 미칠 수 있다는 점을 고려하여, 정부 갈등의 복잡성과 다층성을 고려한 정부 간 갈등관리 제도의 보완이 필요하다.

This study examines the types and characteristics of intergovernmental conflicts for the need of effective conflict management in a situation where conflicts between governments intensify as the authority of local governments is expanded through the promotion of decentralization.
The conflict cases between local governments from 2000 to 2018 were examined using the conflict case DB provided by the Korea Institute of Public Administration. An attempt was made to subdivide the conflicts according to the level of government, and in addition to the existing conflict relationship, "metropolitan-(other regional) basic" or "(different regional government) basic-basic" involving multiple regional governments The necessity of conflict management for the cases was emphasized. As a result of in-depth analysis of conflict cases involving multiple metropolitan governments, the stakeholder groups are diverse and the negotiation process tends to be complicated. In addition, differences in authority, resources, and negotiating power according to the level of government of the parties to the conflict are affecting conflict resolution. It is necessary to supplement the government"s conflict management system in consideration of the complexity and multiplicity of conflicts.
