국가균형발전과 지역경제 활성화, 기업의 자율적 성장 등 다양한 목적을 추구하기 위하여 마련된 기업도시정책은 전경련에 의해 정책이 제안된 지 20년 가까이 흐르는 동안 부정적인 측면에서 지속적인 정책의 변화가 나타났다. 이 연구는 이러한 정책변동의 과정을 명확하게 살펴보기 위하여 수정된 다중흐름모형을 적용하였다. 2004년 정책이 형성되고, 2008년 이후 정책이 결정 및 집행되는 과정을 구분하여 과정별 문제, 정치, 정책대안의 흐름을 파악하고, 그 과정에서 주된 영향력을 행사하는 정책혁신가에 초점을 두고 정책변화의 과정을 살펴보았다. 분석결과, 정책형성의 단계에서는 정책문제, 정책대안, 그리고 정치적 흐름 등 세 가지 흐름의 강력한 결합 속에서 전경련이 정책혁신가의 역할을 수행했다면, 정책결정 및 집행단계에서는 세 가지 흐름의 느슨한 결합 속에서 관료인 국토해양부가 정책의 창을 열어 정책변동을 주도해 나갔다. 그러나 완벽한 결합이 아닌 상황에서의 국토해양부 주도의 정책변동은 정책의 잦은 수정과 그에 따른 정책의 수용성을 낮추는 악순환으로 이어졌고, 그것이 기업도시 정책의 표류를 야기했다.

The Company city policy for the purpose of national balanced development, local economic activity, and self-growth company has changed continuously over the past 20 years. In this study, a modified multi-flow model was applied to analyze the process of policy change. By dividing the stages of policy formation(2004) and implementation(after 2008), the flow of major issues(problems), politics, and policy alternatives was identified for each process. And the activities of the innovators who exert a great influence on each process were analyzed. As a result, in the stage of policy formation, the FKI(Federation of Korean Industry) played a role of policy innovator with respect to three factors: problems, alternatives, and political flows. After that, in the process of policy making and implementation, the Ministry of Land, Transport and Maritime Affairs led policy change in a state of loose coupling of three factors. Policy changes in the loosely coupled situation have resulted in frequent revisions. In addition, problems such as low acceptability caused policy drift.
