본 연구는 공직사회에서 MZ세대의 퇴직 비율이 증가하는 상황에서 그 이유를 관계성 요인에 대한 두 세대 간 인식 차이에서 찾고자 하였다. 이에 행정의 의사와 주민 의사가 접촉하는 교차점으로서 읍·면·동을 대상으로 두 세대의 상호 지향 상태를 평가하고 이를 통해 조직 내 세대 간 협력체제 구축을 위한 방안을 제시하였다. 일선 공무원들은 관계성에 대한 객관적, 주관적 불일치로서 상대방의 마음을 정확히 읽지 못하여 공직의 지속 가능한 성장에 있어 부정적 영향을 미치고 있었다. 따라서 추후 양 세대 간 관계성 인식을 개선하기 위해서 양 집단 모두 긍정적 평가를 내리고 있는 상호공존적관계성을 고취할 수 있도록 관계 중심 문화의 구축이 필요하다. 또한, 기성세대는 일보다 개인의 삶을 중시하는 MZ의 특성을 고려해 추가 업무 부여 시 업무 처리의 당위성에 대한 분명한 설명과 인센티브 제공이 필요하며, 양 집단 간 역할 바꾸기 등을 통해 상대방에 대한 이해도를 제고시킬 필요도 존재한다.

In a situation where the retirement rate of the MZ generation is increasing in the public service society, this study tried to find the reason for the difference in perception of the relationship factor between the two generations. Therefore, the state of mutual orientation of the two generations is evaluated for towns, myeon, dong and through this, a plan for establishing a cooperative system between generations within the organization is presented. Front-line public officials were unable to accurately read the other person"s mind due to objective and subjective disagreement about the relationship, which had a negative impact on the sustainable growth of the public office. Therefore, in order to improve the perception of the relationship between the two generations in the future, it is necessary to establish a relationship-oriented culture so that both groups can promote the communal relationship that both groups are positively evaluating. In addition, considering the characteristics of MZs that prioritize personal life over work, the older generation needs clear explanations and incentives on the justification for handling tasks when additional tasks are assigned. It is also necessary to improve understanding of the other party through role playing between the two groups.
