우리나라는 전통적으로 부패정도가 높은 나라로 인식되어 왔다. 조선시대는 물론이고 해방이후 현대적 정부가 수립된 이후에도 정도의 차이는 있지만 부패는 선진국과 비교해 볼 때 상대적으로 심각한 수준이다. 부패는 공정한 경쟁을 차단해서 의사결정과 자원배분을 왜곡시키고, 근로의욕을 저하시켜 사회전반의 생산성을 저하시킨다. 또한 사회 전반적으로 신뢰를 저하시키며, 그 결과 구성원간의 협력과 결속을 어렵게 하고, 대외적으로는 국가의 품격에 대한 손상을 초래한다. 사회에서 반부패 논의가 활발한 이유는 이러한 맥락에서 이해 될 수 있을 것이다. 이 연구는 국가 간 부패격차가 유발되는 이유를 사례연구를 통해서 규명해 보려고 한다. 그 동안 부패와 관련한 연구는 주로 다양한 변수를 중심으로 설정된 가설을 실증적으로 검증하는 것이었다. 그러나 이러한 접근법은 부패유발원인을 개략적으로 알아보는 데는 도움이 될 수 있으나, 부패를 차단하기 위한 구체적인 정책적 대안을 찾기에는 큰 도움을 주기 어렵다. 이번 연구는 이러한 기존 연구의 한계를 보완하기 위해서 사례연구를 시도 하였다. 분석은 주로 정치권력적 구조에 집중한다. 정치권력적 구조란 정치적 권력의 획득, 배분과 행사, 견제를 의미한다. 이들 요인들이 어떻게 부패와 관계되는 가를 분석한다. 분석결과를 보면, 덴마크는 정치권력이 정교하게 관리되고 통제되는데 비해서 우리나라의 경우는 상대적으로 매우 허술한 구조를 가지고 있다. 이러한 허술한 구조는 당연히 부패를 유발 할 수밖에 없다는 결론에 이르게 한다. 이에 대한 정책적 대안들이 논의된다.
