조직침묵 연구는 2000년대 이후 크게 주목받아 왔다. 조직침묵이란, 구성원들이 의견이 있음에도 불구하고 어떠한 이유로 발언하지 않는 태도이며, 이 현상이 집단적으로 만연한 상태를 의미한다. 그동안 조직침묵 연구는 양적·질적으로 크게 확대되었으며, 다양한 조직을 대상으로 수많은 변수와 함께 해당 현상을 규명해왔다. 다만 분명한 한계는 침묵 현상을 조직 내부차원에 국한하고 있다는 점이다. 특히 정부가 ‘국민’에게 침묵하는 현상에 기존 연구는 소홀했다. 정부가 국민의 질문에 제대로 답변하지 않는 현상은 민주주의에 반하는 것이기 때문에 주의가 필요하다. 이상의 문제 인식하에, 고대유·김도윤(2022)은 국민을 향한 정부의 침묵을 개념화하여 이를 관료주의 침묵이라 명명하였고 네 가지 세부 유형(편의적·회피적·친조직적·권력지향적 침묵)으로 구분하였다. 이 연구는 더 나아가 관료주의 침묵의 세부 유형별 측정도구를 개발하고자 하였다. 기존 침묵연구와 관련 이론, 실제 사례를 토대로 문항을 설계하고 전문가 델파이를 수행하여 설문 문항을 도출하였다. 4개 유형별 총 33개 문항을 토대로 설문조사를 실시하고, 이를 통계적으로 검증하였다. 분석단위는 전국의 대학생 364명이다. 최종 탐색적·확인적 요인분석과 외적관계 구성타당도 검증을 거쳐, 4개 구성요인·27개 문항을 확정하였다. 이를 통해 이 연구는 중요성에도 불구하고 소홀했던 관료주의 침묵의 측정도구를 개발하여 후속 연구의 저변을 확대하였다는 점에 큰 의의가 있다.

Organizational silence research has received a lot of attention since the 2000s. Organizational silence is an attitude in which members do not speak out for any reason despite having opinions. This phenomenon refers to a collectively prevalent condition. In the meantime, research has greatly expanded both quantitatively and qualitatively. Previous studies have identified numerous variables targeting various organizations. However, a clear limitation is that the phenomenon of silence is limited to the internal dimension of the organization. In particular, existing research has been neglected in the phenomenon of government silence to the public. This is because the phenomenon that the government does not properly answer the people’s questions is against democracy.
Recognizing the above problems, Go and Kim(2022) conceptualized the government’s silence toward the people and defined it as bureaucratic silence. In addition, it was divided into four detailed types(arbitrary, evasive, pro-organizational, and power-oriented silence). This study further seeks to develop measurement tools for each detailed type of bureaucratic silence. The questions were designed based on existing silence studies, related theories, and actual cases. Then, expert Delphi was performed to derive the questionnaire items. A total of 33 questions for each of the 4 types were surveyed and statistically verified. The unit of analysis is 364 university students nationwide. Exploratory and Confirmatory factor analysis and Nomological validity were also verified. As a result, 4 components and 27 questions were confirmed. Through this, this study is of great significance in that it expanded the base of follow-up research by developing a tool to measure bureaucratic silence, which had been neglected despite its importance.
