지방공기업 설립에 대한 수요가 지속적으로 증가하고 있다. 지방공기업 설립 타당성 검토 시, “시장성테스트 체크리스트”는 사업 적정성을 판단하는 기준으로 사용되고 있다. 그러나, 현행 시장성테스트 체크리스트의 포괄성으로 인한 한계로 인해 충분한 여과성이 부족하다는 비판은 여전하다. 시장성테스트 체크리스트가 제대로 기능하기 위하여 검토 항목을 개선해야 할 필요가 있다. 이러한 맥락에서 본 연구는 전문가 FGI를 통해 지방공기업 설립 타당성 검토의 쟁점을 도출하고, 전문가 설문조사를 통해 설립 타당성 검토에서 시장성테스트 체크리스트 개선 방향에 대한 이해관계자의 의견을 실증적으로 분석하였다. 따라서, 본 연구는 지방공기업 설립 타당성 검토 관련 기초 의견수렴과 제반 정보를 제공하고 있으며, 지방공기업 설립 타당성 검토기준의 개선 방향 중 시장성테스트 체크리스트 고도화 및 향후 연계성 제고를 위한 정책적 시사점을 제공하고 있다.

The demand for the establishment of local public enterprises is constantly increasing. When reviewing the feasibility of establishing a local public enterprise, the "Marketability Test Checklist" is used as a criterion for determining business adequacy. However, there is still criticism that the limitations of the current marketability test checklist lack sufficient filtrability. In order for the marketability test checklist to function properly, the review items need to be improved. In this context, the present study derives the issues of the feasibility review of the establishment of local public enterprises through expert FGIs, and empirically analyzes the opinions of stakeholders on the direction of improvement of the marketability test checklist in the establishment feasibility review through expert surveys. Therefore, this study provides basic opinions and information related to the feasibility review of the establishment of local public enterprises, and provides policy implications for the improvement of the marketability test checklist and the improvement of future linkages in the direction of improvement of the feasibility review criteria for the establishment of local public enterprises.
