지금은 자치와 분권의 시대이다. 지역의 여건과 상황을 가장 잘 아는 지역의 주체들이 리더십과 개발계획을 가지고 지역에 적합한 발전전략을 수립해 추진하는 것이 민주적이고 효율적이라는 것이다. 이런 시대적 상황에서 지방정부 차원의 조직혁신은 아무리 강조해도 지나치지 않다. 즉 지방공무원들의 조직혁신에 대한 정확한 인식과 이를 위한 노력이 매우 필요하다. 이러한 배경 하에서 본 연구는 지역의 여건과 상황을 고려한 상황적합적인 조직혁신을 추진하기 위해, 조직혁신에 관한 저항 극복방안에 관한 지방공무원들의 인식조사를 통해 조직혁신의 활성화를 위한 정책 함의를 도출하고자 하였다. 연구결과, 지방정부의 조직혁신이 성공하기 위해서는 혁신의 목표나 업무의 흐름인 조직구조의 개편도 중요하지만, 조직혁신 저항 극복의 주요 전략인 강제적 전략, 공리적·기술적 전략, 규범적·사회적 전략이 상호 매우 밀접한 관계를 갖고 있으므로 종합적인 관점에서 모두를 고려하여 조직혁신을 추진하는 것이 가장 중요하다는 것이 확인되었다.

This is the age of autonomy and decentralization. It is democratic and efficient for local subjects who know the conditions and situations of the region to establish and promote development strategies suitable for the region with leadership and development plans. In this situation of the times, organizational innovation at the local government level cannot be overemphasized. In other words, it is very necessary for local public officials to accurately recognize organizational innovation and make efforts for it. Against this background, this study attempted to derive policy implications for revitalizing organizational innovation through a survey of local public officials" perceptions on ways to overcome resistance to organizational innovation in order to promote situational innovation in consideration of local conditions and circumstances.
As a result of the study, it is important to reorganize the organizational structure, which is the goal of innovation or the flow of work, but since compulsory strategies, utilitarian, technical strategies, and normative and social strategies are closely related to each other, it is most important to promote organizational innovation from a comprehensive perspective.
