전면 개정된 신지방자치법이 ’22년 1월 13일부터 시행되고 있다. 이 법제도적 환경 변화 속에서 본 연구는 “지방의회 사무기구의 전문성 강화방안에 관한 연구”를 이행했다. 세부적으로 ‘의회직 신설과 직류의 세분화 방안이라는 대안을 탐색하고 있다. 연구방법은 법제도적 환경을 구성하고 있는 주요 법령들 속의 의회사무기구를 구조와 기능을 중심으로 해석적으로 분석하였다. 지방자치단체장 우월형인 우리 지방자치제 하에서 의회사무기구는 집행부 소속 공무원이 다수를 차지하고 있다. 의회 인사권이 독립되었다지만 직원 다수가 단체장 소속의 인력들로, 의회와 집행부 간 인사교류라는 제한적 인사교류 독립제를 운영하고 있다. 따라서, 본 연구는 지방의회의 전문적 업무의 흐름을 정무, 홍보, 입법, 정책, 재정의 다섯가지로 분석하고 직업공무원을 제외한 임기제?별정직 중심의 전문직을 의회직으로 하는 세분화하는 ’의회직 직류제‘를 제시하였다. 이와 연결하여 앞서 분석한 5개 분야 전문관제 운영, 지방의회 전문위원 인원수 통제제도 폐지 등도 제안하고 있다.

The revised New Local Autonomy Act has been in effect since January 13, 2022. In the midst of this change of the legal and institutional environment, this study implemented “a study on ways to strengthen the expertise of local council offices.” In detail, this paper is exploring alternatives such as ‘new parliamentary officers’ positions and subdivision of sub-series’. This research analyzed the structure and function of the local council office through scrutinizing the major laws and regulations constituting the legal and institutional environment. Under the Korean local government system, Local government is administratively and financially superior to local councils. In addition, the majority of public officials belonging to the local government works in the local council offices. Although the parliamentary personnel authority has recently become independent, many of the employees who work for local council are personnel belonging to local government. Therefore, this study presented a ‘subdivided sub-series system’ that analyzes professional jobs that support and assist local council members’ activities into five categories: political affairs, public relations, legislation, policy, and finance. This paper expects that local council officers will be reform through job specialty strengthen by ‘subdivided sub-series system’.
