지역균형발전과 지역 과학기술혁신은 역대 정부에서 국정과제로 제시되었으며, 지역 전략산업과 연계한 지역혁신시스템(RIS) 구축이 추진되었다. 그러나 지역혁신시스템의 중핵을 담당해야 할 지역 대학의 위기가 심화되고 있다. 심지어 기초과학 학문의 위기로 대학이 기초과학 연구의 최적 기관이라는 입지마저 흔들리고 있다. 본 연구에서는 과학기술 분야에서 대학 소속 연구자들의 정부 기초연구 지원사업 수행 결과를 분석의 대상으로 하여, 지역별 비교우위와 특화 정도를 측정할 수 있는 지표들을 설정, 분석함으로써 입지계수를 도출하고, 이를 바탕으로 지역이 수행하는 기초연구의 지형도를 도출하였다. 도출된 지형도를 이용해 지역별로 차별화된 기초과학 연구분야 및 비교우위를 나타내고 있는 대학들을 식별할 수 있었으며, 지역 산업과 같은 지역적 맥락과의 연계를 확인하였다. 정책적 시사점으로는 최근 유럽에서 부상하는 스마트특성화와 연계하여 지역별 전문화의 가능성을 모색한 것을 들 수 있으며, 본 연구의 결과는 향후 지역에 대한 연구비 배분의 참고 자료로 활용되거나, 지역균형발전 및 과학기술 기반 지역혁신 차원에서 지역대학 발전에 영향을 미칠 수 있을 것으로 기대된다.

Balanced regional development and regional science and technology innovation were presented as national tasks by previous governments, and the establishment of a regional innovation system(RIS) in connection with regional strategic industries was promoted. However, the crisis of local universities, which are responsible for the core of the regional innovation system, is intensifying. Even the crisis in basic science is shaking the position that universities are the best institution for basic science research. In this study, the location quotient(LQ) was derived by setting and analyzing indicators that can measure the comparative advantage and degree of specialization by region by analyzing the results of government basic research support projects by university researchers in the field of science and technology. Using the derived topographic map, universities that showed differentiated basic science research fields and comparative advantages by region could be identified, and links with regional contexts such as local industries were confirmed. Policy implications include exploring the possibility of regional specialization in connection with smart specialization, which has recently emerged in Europe. And the results of this study are expected to be used as reference data for the distribution of research funds to regions in the future, or to influence the development of regional universities in terms of balanced regional development and regional innovation based on science and technology.
