본 연구는 지난 4년간 경기도 복지국 6개 과에서 23개 정책과제를 추진하여 왔으나, 어떤 정책과제들이 어느 정도의 성과(만족)를 달성했는지, 어느 정책이 보다 더 중요한지에 대하여 공무원의 보고 및 전문가의 논의를 거쳐서 IPA(Importance Performance Analysis)분석 기법을 통하여 분석하였다.
경기도 복지정책의 추진 방향에 대한 분석결과를 살펴보면 전체 6개의 분야 중에서 보다 더 ‘집중적으로 노력’해야 할 분야는 청년 및 장애인 영역의 복지정책으로 향후 경기도 복지정책을 설계하는 과정에서 보다 더 강화해야 할 필요성이 제기되고 있다.
경기도가 향후 복지정책을 설계하는 과정에서 가장 중점적으로 강화해야 할 영역은 청소년, 장애인, 아동, 그리고 취약계층의 정책과제를 적극적으로 고려해야 할 것으로 분석된다.
본 연구에서 활용한 설문조사는 경기도에서 추진한 복지정책을 복지수혜자 중심으로 실시하여 한계가 있다. 경기도의 복지정책과제를 구체화시키기 위하여 경기도민, 경기도 공무원, 그리고 전문가들에 대하여 추후 설문조사 및 연구가 진행될 필요가 있다. 또한 새롭게 출범한 경기도 집행부와 경기도의회 관련 위원회를 중심으로 경기도 복지정책과제의 구체적인 로드맵을 작성하여 추진 전략을 세워야 할 것이다.
본 연구의 결과에 따르면 향후 경기도 복지정책을 발굴하고, 추진전략, 그리고 세부적인 추진과제를 세워서 진행해야 할 것이다.
앞으로 관련 추진 로드맵은 경기도민의 공청회 및 워크샵을 통하여 구체적으로 확정하고 추진과정의 책임성을 담보하기 위한 추진과정의 모니터링을 할 수 있는 제도적 장치가 마련되어야 할 것이다.

Gyeonggi-do has been promoting 23 policy tasks in 6 departments of the Gyeonggi-do Welfare Bureau. This study studied which policy tasks in Gyeonggi-do achieved the level of performance(satisfaction) and which policies were more important through reports from public officials and discussions with experts. The research tool was analyzed using the IPA(Importance Performance Analysis) analysis tools, which is popular in business administration.
Looking at the results of analysis on the direction of Gyeonggi-do"s welfare policy, the area that requires more "concentrated effort" among all six areas is the welfare policy for youth and the disabled. In the future, policies in this area will need to be further strengthened during the design process of Gyeonggi-do"s welfare policy.
In addition, the areas that Gyeonggi-do needs to focus on the most in designing future welfare policies are policy tasks for youth, the disabled, children, and vulnerable groups.
The survey used in this study has limitations because it was conducted with a focus on welfare beneficiaries in response to the welfare policy promoted by Gyeonggi-do. In order to further specify Gyeonggi-do"s welfare policy tasks, it is necessary to conduct future surveys and research on Gyeonggi-do residents, Gyeonggi-do public officials, and experts.
In addition, a specific road-map for Gyeonggi-do"s welfare policy tasks should be drawn up and implementation strategies centered on the newly launched Gyeonggi-do Executive Department and related committees of the Gyeonggi-do Council.
The results of this study should be used to discover future welfare policies for Gyeonggi-do, implement strategies, and establish detailed implementation tasks. The relevant promotion road-map should be confirmed in detail through public hearings and workshops for Gyeonggi-do residents, and an institutional mechanism should be established to monitor the promotion process to ensure accountability.
