이 연구는 정책평가의 타당성을 높이기 위한 방법을 강구하기 위하여 평가모형의 인과성을 통계적으로 검증하고자 한다. 이러한 분석을 위해 학교문화예술교육사업 중 예술강사 지원사업에 대한 성과평가모형을 시스템단계이론을 근간으로 하여 기존의 학교문화예술교육에 관한 선행연구와 이론적 고찰을 토대로 수립하였다. 이러한 성과평가모형을 통계적으로 검증하기 위하여 설문조사자료와 실증자료를 활용하여 시스템단계 내에서의 측정항목간의 타당성 검증과 시스템단계 간 인과성 검증을 위한 상관분석을 실시하였다. 분석결과, 첫째로 평가지표 설정의 이론적 근거를 마련하여 평가결과의 일관성에 대한 위협요인을 극복할 수 있었다. 둘째로 평가목적과 평가지표간의 계층적 인과관계 규명이 가능하였다. 셋째로 정책의 시스템단계 간 인과성이 확인되었다. 결론적으로 평가지표에 의한 정책평가의 인과성을 제고하기 위하여서는 평가를 위한 인과모형 수립과 함께 평가지표의 평가모형에의 적합성 제고 그리고 평가지표들 간의 인과성을 확보하는 것이 필요함이 밝혀졌다. 이는 또한 온전한 정책평가를 위하여 충분조건은 아니라 할지라도 적어도 필수조건임이 확인되었다.This study aims to test causality of an evaluation model in order to search for a way of increasing the validity of policy evaluation. To the end, a model of performance evaluation of the assistance project for art teacher, which consists of the school culture and art education program, has been formulated based not only upon the system model but also upon theoretical, literature review of previous studies concerned. To test the model, survey data and some empirical data are used for the reliability and/or factor analyses of the relationship between evaluation indicators within a phase of the policy system and the correlation analysis of causal relationship between the phases of the policy system. The results of the analysis shows that a threat to consistency of the evaluation result can be overcome thanks to the setting up of a theoretical ground for evaluation indicators, that it becomes possible to verify hierarchy of the causal relationship between evaluation purpose and the evaluation indicators, and that causal relationship between phases of the policy implementation system is confirmed as statistically significant. In conclusion, to increase the causality of the policy evaluation based upon evaluation indicators, a causal model for evaluating a policy, increase of adequacy of evaluation indicators for the evaluation model, and securing of the causality between evaluation indicators are apparently needed. These appeared to be a necessary condition for a valid evaluation of policies although it is not a sufficient condition.
