초록

항만은 국가 경제와 지역 활성화의 핵심 인프라이지만, 산업구조 변화로 지역 일자리 창출 효과는 감소한 반면, 소음·대기오염 등 부정적 외부효과는 증가하고 있다. 이러한 비용·편익의 불균형은 주민 수용성 확보를 중요한 과제로 만들고 있다. 본 연구는 항만 인근 지역 주민 300명을 대상으로 실시한 설문조사 자료의 다중회귀분석을 통해 항만 수용성 결정 요인을 분석하였다. 그 결과, 항만 수용성을 결정하는 가장 강력한 요인은 ‘지역산업 육성 지원 요구(β=.515)’로 나타났다. 이는 주민들이 추상적 국가발전 담론보다 개인 삶과 직결된 실질적 편익을 중시함을 시사한다. 또한, 환경적 위험 인식이 존재함에도 수용성은 위험-편익의 균형과 정책 신뢰에 더 민감하게 반응했다. 이에 항만정책은 단순 보상이나 홍보를 넘어 지역사회와의 신뢰 구축과 공정한 편익 분배를 통해 지속 가능한 수용성을 확보해야 한다. 결론적으로, 운영 단계에서 지속적으로 발생하는 외부불경제에 대응하기 위해, 지원 항목·재원·거버넌스·책임 주체를 명확히 제도화하는 법제도적 기반 마련이 시급하다.


Ports are key infrastructure for national economy and regional revitalization, but recent changes in industrial structure have led to a decrease in local job creation effects while simultaneously increasing negative externalities such as noise and air pollution. This imbalance between costs and benefits makes securing public acceptance a critical challenge. This study analyzed the determinants of port acceptance using multiple regression analysis on survey data collected from 300 residents in port-adjacent areas. The results showed that the strongest factor determining port acceptance was the ‘demand for support for local industry development (β=.515)’. This indicates that residents prioritize tangible benefits directly linked to their personal lives over abstract national development narratives. Furthermore, despite existing recognition of environmental risks, acceptance was more sensitive to the balance between risk and benefit and trust in policy. Accordingly, port policies must secure sustainable public acceptance through the establishment of trust with the local community and the equitable distribution of benefits, moving beyond simple compensation or public relations efforts. In conclusion, there is an urgent need to establish a legal framework that clearly institutionalizes support items, funding sources, governance, and responsible parties to address the persistent negative externalities that occur during the operational phase.
